As much as it pains me, but for the things I have influence over, I will switch to the default:
SECURITY > NEUTRALITY
A “pause everything” function? A daily limit? An extra safety-net layer that every transaction has to pass through before being processed? Yes!
Ethereum I see as the one layer that should value NEUTRALITY extremely high but everything that is closer towards having "enduser" needs to fix security above everything else, otherwise there will eventually not a single user be left making the decision to trust DEFI.

Strong agree here assuming that's not defaulting to a centralised entity that can rug anyone which is, alas, the case for most protocols implementing current circuit breakers. Safety over liveness should be always prioritised. Circuit breakers that can be switched on by centralised staked "guardians". These in turn should be removable by Security Councils with their stake slashable
Compare it to an emergency brake on trains. Anyone, literally anyone can halt the trains. This works if you combine it with hefty fines for abuse
Favoring safety over liveness is really favoring passive end users over active traders. And so it should be if we really want broad adoption
